 much of that stuff is deployed by puppet on our end. we currently use
 DSA's Tor puppet module for this, but it doesn't support v3 and is kind of
 legacy code (no tests, only DSA as upstream).

 there are many other Tor modules on the Puppet forge, but one seems to be
 emerging with the properties we want:

  * it has unit tests
  * it is actively maintained (by fellows from the "Share puppet modules
 group" i'm part of too)
  * it supports configuring hidden services

 It does *not* currently have support for onionbalance (which was ripped
 out in a recent refactoring). It also does not currently support v3
 services, but that seems like a nice contribution would could give back to
 the community.
