Comment:

 After having re-read the ticket description I realized that the sentence
 ''"For further details see these [https://gitweb.torproject.org/metrics-
 web.git/tree/src/main/resources/doc/users-q-and-a.txt questions and
 answers about user statistics]."'' does more harm than good.

 The linked text file indeed does not say anything about lower and upper
 bounds of bridge users by country and transport. It's a document written
 in 2014 and 2015, long before this graph existed.

 The link to follow is ''"Learn more about [...] how to
 [https://metrics.torproject.org/reproducible-metrics.html#users reproduce]
 the graph data."'', and that link is contained on every graph page (with a
 different target per graph category).

 I suggest that we remove the Users Q&A file from 2014/15 and all links to
 it and let our users discover the Reproducible Metrics page. I don't think
 we'd be missing anything important from the Q&A page. And if we do, we
 should include that either in the graph description or on the Reproducible
 Metrics page.

 Setting to needs_review for the suggestion to remove the Users Q&A file
 and all links to it.
