Comment:

 We rebased the patches (to torbutton master and to the tor-
 browser-68.5.0esr-9.5-1 branch), incorporated the final English strings
 from #33035, and fixed a couple of minor issues. We also removed the
 "Learn More" links for now. Here are the patches:
