 it's after receiving INTRODUCE_ACK is received that we should start
 sending padding, and not after sending INTRODUCE1.

 Wait, isn't C_INTRODUCING before ACK_WAIT? The original code listed
 C_INTRODUCING as well, which means we were firing up machines earlier,
 right?
