Comment:

 There seems to be some problem on your computer preventing you to connect
 to the Internet. It's hard to know what it is but once you figure it out
 the torrc error is likely going away. If not, please reopen this ticket
 and add the error messages you get + some steps to reproduce. This would
 help us investigating.
