Comment:

 Published a new version of the code on the PR.

 It considers IPv6 but as teor mentions, only the trusted configured
 authorities, not from the consensus. For dirauth, that is fine for now
 since they all configure the other dirauths in their torrc.

 Also, this can backfire if a dirauth outbound address is different from
 its inbound DirPort address.
