 i also rebalanced the cluster, which migrated submit-01.

 migrating the server didn't seem to have added the -cpu flag to the qemu
 command. stopping and starting the VM (`submit-01.torproject.org`) *did*
 add the flag, however, so it seems we'll have to go through a reboot cycle
 for this to actually take effect.
