 I need to review the revised proposal here:
 https://github.com/torproject/torspec/pull/98

 I think we should probably merge it soon, it's been through a bunch of
 revisions. We will likely end up implementing parts of it for our IPv6
 grant. (Or re-use parts of it in the tor change proposals for the IPv6
 grant.)
