 On second though, we could implement this feature without blocking on
 CollecTor to provide fallback mirror information. We could provide this
 information locally similar to how we provide GeoIP information right now.
 Doing so would unblock #24837. And once CollecTor has this information,
 switching from locally provided data to CollecTor-provided data would be
 pretty simple.
