 This ticket (31206) **is not** a bug: css can be used to get measurements
 Ticket #27845 **is** a bug and has nothing to with how css is used

 You asked why it was 1000x900 and not 1000x1000: and I pointed out #27845
 as the likely cause (together with letterboxing = why it would snap the
 viewport to 900)
