 I have just seen one chutney network where the old authorities fail to
 make a consensus, but the new authorities ignore the late votes.

 It's a half old, half new network, so it would have failed without this
 patch, and it still failed with it.

 But if a majority of authorities had been running this patch, the
 consensus might have succeeded.
