Comment:

 These edge cases are pretty rare: relay operators and client users have to
 specifically configure tor to use internal addresses. (Or allow routing to
 tor from a private network.)

 For statistics and accounting, we really want to measure "public bytes".
 That is, bytes that the relay sent to other relays or clients.

 We don't want to measure someone's script that connects to their DirPort
 over localhost :-)

 I've modified the comment to explain the two different cases (internal
 traffic and linked connections), and pushed it as a comment-only change.
