 Branch https://github.com/juga0/sbws/tree/issue33197, based on branch
 ticket30196 without the commit to add Tor version. It probably needs to be
 based on maint-1.1 and rebased.
 Not changing to `needs_review` because there're also other more urgent bug
 fixes.
