 Thanks opara. I agree this is a bug and we should fix it.

 I'll let the network team folks pick the milestone -- 0.4.3 or 0.4.4 make
 sense, in that yes it's a bug but it sure isn't a regression against
 anything recent. :)

 After some spelunking, I believe commit 329af979 (Tor version 0.1.1.15-rc)
 is arguably where the bug came in -- since that's where
 CIRCUIT_PURPOSE_CONTROLLER came to be.
