New description:

 Test the IPv6 ORPort Reachability and Extends changes in proposal 311,
 using chutney networks with AssumeReachable disabled.

 (Chutney currently enables AssumeReachable by default.)

 Chutney already implements some of these tests, but we still need a fix
 for a bridge descriptor upload bug, see tor #33582 and chutney #33407.
