Comment:

 I tried the steps above and could register a new user account.

 The downside when using the onion service is that trac thinks that
 everyone comes from 127.0.0.1. So it is more likely that the throttle
 limit is hit. It seems probably that this happened in your case. So if
 this happens again, you should try to register after some waiting time.
