Comment:

 Hrm. As I understand it, we can't claim "Tor Browser" is licensed under
 the 3-clause BSD license. MPL 2.0 is the license for the browser pieces
 (including Tor's modifications).

 My believe Jeremy was only referring to `tor-browser-build`, so directly
 placing the 3-clause BSD license in `LICENSE` would be good enough.
