 I had a look at the commit but I don't feel qualified to comment on the
 code changes. I'll say that my interpretation of the code matches the
 description in the reproducible metrics document: get the total number of
 responses, then attribute each of those responses proportionally according
 to the number of requests per country.

 In the sentence "Relays report directory request numbers in two places: as
 a total number and as numbers broken down by country," I wondered if there
 should be some `<var></var>` naming the lines where those numbers come
 from.
