 The original path I took was to use aapt/aapt2 directly, as the last step
 of the firefox build. I had some missing resources that crashed the apk,
 so rather than track those down, I thought decompiling/recompiling the apk
 would prove simple, since the apk has everything it needs already. I can
 certainly track these resources down with the direct aapt approach, its
 tedious but should work.

 On the plus side, we at least have a verified solution for upgrading
 Android builds to buster so all the work is not lost.
