 That's true, what I meant is that there is still things to be done for the
 actual hsv3 support to be proper and complete. In particular, support for
 encoding legacy keys and the OPE scheme in the revision counter are
 definitely needed for the code to be useful. Plus I imagine that bugs will
 be found as I use the decoding/encoding functionality in stem, so even tho
 this will be merged soon, I imagine that the branch will actually be in
 good shape at some point in late November or early December.
