restarting Tor Browser and/or rebooting the system

 Steps to reproduce:

  * Visit any website. In my case security settings was set to "safest",
 works for every security setting though.
  * Select "Disable  restrictions globally" in !NoScript's menu
  * Close and re-open Tor Browser, the setting persists, the security
 shield does not reflect that and the security level is still set to
 "safest"
  * Reboot,  same result, "Disable  restrictions globally" is still set,
 same for the security shield/level.

 Override Tor Browser's Security Level preset is not checked,
 extensions.torbutton.noscript_persist is set to false.

 OS in use is Debian testing/sid
