 Apply most of the wording improvements from #31943 to COMMAND-LINE OPTIONS
 and DESCRIPTION.  Also improve formatting in these sections to make option
 names appear with fixed-width font in the HTML version.

 Did not apply tense changes from imperative to descriptive present tense.
 Changed a few existing inconsistent uses of present tense to imperative.
