 I was going to post something about this. With the release of ESR68 based
 stabled, and since I need to keep various releases around (FP tests,
 regressions etc), I decided to cleanup my folder naming convention for the
 ESR60 based stable ->  e.g. to `TB60`, `TB60-32bit`. Once I did this, the
 browser opens but Tor doesn't. It doesn't even try to connect. Not even a
 failed message or dialog or anything.

 I guess morar has nailed the root of the issue
