 We should disable this minimal set of options:

 * --disable-module-dirauth
   * disable AuthoritativeDirectory

 * --disable-module-relay
   * disable DirPort, DirCache, ORPort
   * set ClientOnly to 1

 This is a serious UX bug, so it must be fixed as part of Sponsor 31.
