 Yeah, I'm pretty sad about turning all those things back on -- it means
 that Tor on Android stops getting some of the cpu and battery gains for
 example. But it is a huge bug in stable relays, and we must fix it, and we
 must not break stuff when we fix it, so it's the best plan I've got.
