 There are now two unused arguments in options_validate(), and one or two
 more that should be const.  I'd like to take care of this after #31285,
 and before returning to the parent ticket.

 Giving a slightly high points estimate since I anticipate a certain amount
 of coccinelle wrangling to clean up the call sites.
