Comment:

 i don't think this is necessary. i deployed some changes in #29672 that
 limit the number of threads and connexions allowed on trac. we now see
 "connection refused" sometimes, when the server is overloaded. it's too
 bad, but it's how it survives, so i don't think we need an extra module
 for this.
