 Hi,

 You are right there are some inconsistencies that we are trying to fix
 regarding gettor. This is because the project didn't have a maintainer for
 a long time.

 The repository at https://github.com/TheTorProject/gettorbrowser is meant
 to just store tor browser releases.

 TorBrowser releases are stored in a separate branch:
 https://github.com/TheTorProject/gettorbrowser/tree/torbrowser-releases

 Right now this branch is empty for a temporary issue we are having with
 github. But our other mirrors do contain files.

 Here is a list of our current mirrors:

 to maintain the XMPP responder though.
