 We are ready to start working on the developer portal and we will need the
 following to get started:

 - project in gitlab configured for torprojectpusher:
 https://dip.torproject.org/torproject/web/dev/ (done)
 - git repo: e.g https://gitweb.torproject.org/project/web/dev.git/
 - intial lektor instance of the developer portal
 - develop, staging and production environments
