 I meant updating TOPL's dependency on tor-android-binary.

 I'm not sure how I should interpret the below orbot bug report, because
 I'm not sure if the new update (16.1.3) resolved the problem or if
 downgrading and then upgrading somehow resolved it. We should still bump
 the tor version, in any case.
