 The libtor.so build process is done and has been tested in Orbot.  I think
 it'll be in a release soon.
 I should be able to put together a canonical jtorctl soon based on the
 agreement in #32534.  Then I'll make a TorService release.  For PTs,
 coordinate with @n8fr8.  I'm not currently working on PTs.
