 Before we merge, we need to test that this code works. So we should write
 a chutney test for the approved-routers file, and run it with our other
 chutney tests in tor's CI. (And chutney's CI.) See #29828.

 We should also test on a public authority after we merge this feature.

 We're also missing a data directory file containing the base64-encoded
 ed25519 public key. I'll open a child ticket for that file.
