 Different languages have different rules for capitalization.

 We should propose the string in all caps to translate and let translators
 decide on how to write it on their different languages.

 For example, https://tb-manual.torproject.org/el/ should not capitalize
 the titles, as in Greek the accentuation rules are different if you write
 all in caps.
