 Are you sure that line is reached?  All I can think of here is the
 possibility that maybe that rule is never added to the sandbox due to some
 kind of programming error or change in libseccomp2.  Can you double-check
 that we really reaach sandbox.c:305 with `param[i]==SIGHUP`?
