Comment:

 For Firefox, all we need is [https://developer.mozilla.org/en-
 US/docs/Mozilla/Add-ons/Distribution/Submitting_an_add-on a developer
 account] that we register at [https://addons.mozilla.org AMO]. (A simple
 Firefox account would also work because you can link it with a developer
 account.) I don't think it's possible for multiple accounts to access the
 same developer profile, so we'll have to share one account. I suggest that
 I register as phw at torproject dot org and share the PGP-encrypted
 password with cohosh, dcf, and arlo. If I ever get hit by a bus, Tor still
 controls the phw alias and can redirect it to someone else.

 In contrast to Firefox, the Chrome Web Store supports
 [https://developers.chrome.com/webstore/publish#set-up-group-publishing
 group publishing], which allows multiple developers to act on behalf of
 each other. I just created a Google group called "The Tor Project" and
 invited cohosh, dcf, and arlo. To publish an extension, one must pay a
 one-time $5 developer fee. Let me know if you want me to invite a
 different email address of yours (for example, if you already paid the
 developer fee on a different account).
