 No, we have a proposal to make sure that all directory documents are
 UTF-8, which is a superset of ASCII:
 https://gitweb.torproject.org/torspec.git/tree/proposals/285-utf-8.txt

 As of 0.4.0, relays reject non-UTF-8 in their ContactInfo, and authorities
 reject non-UTF-8 in relay descriptors.
