#30803: torrc NoOnionTraffic is not working under Tor Browser 8.5.1

Tor Browser does not use port 9050 by default, and it configures the SOCKS
port programatically not via the `torrc` file. The correct solution is to
use about:config to append ` NoOnionTraffic` to the
`extensions.torlauncher.socks_port_flags` preference (make sure you
restart Tor Browser after making that change).
