 9003 got Running from nobody: not Running.

 9001 got Running votes from moria1: not Running.

 9005 got Running from moria1, gabelmoo, dannenberg, dizum, tor26: 5 out of
 9, so Running.

 9004 got Running from moria1, longclaw, Faravahar, gabelmoo, bastet,
 maatuska: 6 out of 9, so Running.

 9002 got Running from moria1, longclaw, Faravahar, bastet, dannenberg,
 dizum, tor26, maatuska: 8 out of 9, so Running.

 (moria1 is using AuthDirMaxServersPerAddr 4 as an experiment, which is how
 it voted 4 Running flags, but I think even if it weren't, we would have
 had enough other votes for this anomaly to happen.)
