 There's currently some [https://gitweb.torproject.org/pluggable-
 transports/snowflake.git/tree/proxy/util.js?h=webext-0.0.5#n266 rate-
 limiting code] that's activating using the undocumented
 [https://gitweb.torproject.org/pluggable-
 transports/snowflake.git/tree/proxy/init-badge.js?h=webext-0.0.5#n41
 ratelimit] query string parameter. E.g.
 https://snowflake.torproject.org/embed.html?ratelimit=200k. It's not much
 tested and it's not exposed in the WebExtension interface.

 We could have a slider where the bottom is the minimum rate we think is
 useful (less than that and they should just turn it off), and the top is
 "unlimited".
