 Not necessarily: we changed how we parsed PEM stuff recently (I think in
 0.3.5) to use Tor's base64 code instead of OpenSSL's.  It's possible that
 OpenSSL is more newline-tolerant.  If so, we should think about fixing
 that, if we can do so safely.
