Comment:

 Since this is a UX issue, I'm going to say we can consider it for 035
 backport.  I cherry-picked it to maint-0.3.5 in a new branch
 `bug28698_035` and made a PR for that as
 https://github.com/torproject/tor/pull/710 .

 Then I merged it to 0.4.0 and forward.
