 Workaround:
 - download Tor Browser via affected Tor Browser (downloading works
 correctly).
 - export all your bookmarks to a file.
 - copy your torrc file (and all other modified files)
 - Use Shift+Del on folder containing Tor Browser Bundle
 - Install downloaded current version of Tor Browser
 - restore torrc
 - start Tor Browser
 - import bookmarks.

 It should help you. The "update Tor Browser" option is affected. Part of
 files are damaged / not changed after "updating" via "update" function.
