 What:
 Create a file "TorBrowser/distribution/policies.json" to disable telemetry
 and other annoyances

 Expected behavior:
 The browser obey policies.json because Tor Browser is based on Firefox ESR

 Actual result:
 "Only Allowed on ESR" error message on Browser Console
