 Here's what we still need to do:
 * resolve conflicts with the current tor master
 * revise the patch based on the review at:
 https://github.com/torproject/tor/pull/1164#pullrequestreview-257045293
 * wait for tor's CI to finish
 * review the changes since "Expose TOR_PT_OUTBOUND_BIND_ADDRESS..."
 * squash if needed
 * merge
