 There is definitely something slowing down snowflake connections.

 I've uploaded the results of 30 snowflake runs. I got an average
 throughput of 5 KB/s and a maximum throughput of 15 KB/s.

 There was a circuit timeout of 3 minutes set and still only about half of
 the connections bootstrapped to 100% (despite the fact that only 1
 snowflake was faulty).

 This is pretty much unusable, and it's not due to something in Tor browser
 because I ran these with the tor binary directly and connected with curl
 to the SOCKS port to download a file.
