 i believe this is done. i have created:

  1. a static component hosted on staticiforme, in puppet
  2. a vhost in puppet
  3. a let's encrypt cert
  4. a ssl::service in puppet
  5. a .onion service, also in puppet
  6. a role/group (`torrpm`) in LDAP
  7. added kushal to the group
  8. added the group to staticiforme
  9. updated the static site component creation docs to cover all this

 i think that covers it, DNS has now expired and the host is available:
 https://rpm.torproject.org/

 it's a 403 because there's no index.html file, from what i understand.
