Old description:

New description:

 Padding=1 is declared by some versions of tor without Padding support. We
 will  stop declaring support for it I once #31356 is merged into 0.4.1.
 Padding=2 is the guaranteed working version once #31356 is merged into
 0.4.1 and later.
