 At [http://meetbot.debian.net/tor-meeting/2019/tor-
 meeting.2019-08-08-17.01.log.html today's anti-censorship meeting], we
 talked about snowflake migration. One argument against The Tor Project
 being involved in running snowflake infrastructure is our "we don't run
 the network" principle. Conceptually, the broker is similar to our bridge
 authority (not run by TPO) and BridgeDB (run by TPO). Bridges report
 themselves to the bridge authority, and their descriptors are then copied
 over to BridgeDB, which takes care of bridge distribution. The broker
 combines these two tasks – but it does so for snowflake proxies, and not
 bridges. We're therefore in a bit of a grey area here. (FWIW, I don't want
 to steer this discussion in either direction – just wanted to provide a
 bit of context.)
