 Mostly LGTM, except the fixup commit is targeted to the wrong commit.
 I've made a new branch that squashes it correctly; if it passes CI, let's
 merge.  The branch is `ticket30117_035_squashed` with PR at
 https://github.com/torproject/tor/pull/941
