Do we want to keep the truncated descriptors and treat them as separate
descriptors?
Or skip over them and only keep the complete descriptor?
Also, if we are keeping them can we treat {{{"reject *:"}}} as the end
token of a truncated descriptor given that it will not have {{{sigToken =
"\nrouter-signature\n";}}}
